Can You Get a White Card Online in Australia?

The short answer is: it depends on your state. Australia does not have a single national rule for online White Card delivery. Each state and territory sets its own requirements, which means the options available to a worker in Perth are very different from those available to someone in Melbourne.

Here is the complete state-by-state picture.

States where fully online (self-paced) training is available

Western Australia ✓ Online available

WA is one of only two states where you can complete your White Card entirely online at your own pace, with no live instructor required. WorkSafe WA approves self-paced online delivery, which makes WA White Cards among the fastest and cheapest to obtain in Australia. Courses are available from around $39 and can often be completed in a single sitting.

Your WA White Card is nationally recognised, it is valid on construction sites in every other state and territory.

Tasmania ✓ Online available

Tasmania also allows fully self-paced online White Card training. Like WA, this means you can complete the course at your own pace from any device, without attending a live session. Costs are similar to WA, starting from around $40–$45 through approved RTOs.

Your Tasmanian White Card is also nationally recognised.

States where online delivery is available but with conditions

New South Wales: Live virtual classroom only

NSW does not permit fully self-paced online White Card training. However, a number of RTOs offer live virtual classroom delivery, where you attend a scheduled online session with a real trainer via video conferencing. This still counts as valid training for NSW, you just need to be present and participating in real time, not watching recorded content at your own pace.

Costs for live online delivery in NSW are higher than self-paced options ($190–$280) because a trainer's live time is involved.

Queensland: Face-to-face generally required, with limited exceptions

Queensland's approach is primarily face-to-face. Some RTOs have received approval from WorkSafe QLD to deliver online, but this is not widely available. There is also an exception for rural residents whose residential address is more than 100 km from the nearest approved training provider, those workers may have access to alternative delivery arrangements. Contact WorkSafe QLD directly if you are in a remote area to find out what is available to you.

South Australia: Some live online options

SA has some approved RTOs offering live online sessions, but it is not universally available. Check with your chosen RTO and confirm they are approved by SafeWork SA for your chosen delivery mode before enrolling.

Australian Capital Territory: Some live online options

Similar to SA, some ACT providers offer live virtual classroom delivery. Confirm approval with the individual RTO before enrolling.

States where online is NOT available

Victoria ✗ Face-to-face only

Victoria has the strictest requirements of any state. WorkSafe Victoria requires White Card training to be completed entirely in person, through a face-to-face session with an approved RTO. No online or virtual classroom option is permitted. This applies even if you have completed a White Card online in another state, if you are completing training fresh in Victoria, it must be face-to-face.

If you already hold a valid White Card from another state or territory, that card is still accepted in Victoria. The restriction applies to new training, not to existing cards.

Northern Territory: Mainly face-to-face

The NT does not have widely available online White Card delivery. Face-to-face training through an approved RTO is the standard route.

Is an online White Card less valid than a face-to-face one?

No. A White Card issued by an accredited RTO through an approved delivery mode is nationally recognised regardless of how the training was delivered. A self-paced online White Card from WA carries exactly the same legal standing as a face-to-face card from NSW. The qualification is CPCCWHS1001 either way.

What matters is that the provider is registered on training.gov.au and approved by the relevant state regulator for the delivery mode they are offering.

Frequently Asked Questions

Can I do a WA White Card online if I live in NSW?

Technically, the course completion would be under WA rules, but the resulting White Card is nationally recognised. Some NSW workers do this to access cheaper and faster online delivery. Confirm with the RTO and your employer that the resulting card is acceptable for the sites you plan to work on.

Why can't Victoria do White Cards online?

WorkSafe Victoria requires the practical components, including PPE demonstration and verbal assessment, to be conducted in person with a trainer present. This policy reflects VIC's approach to ensuring genuine competency rather than just knowledge.

If I do my White Card online in WA, can I work in Queensland?

Yes. A White Card issued by an accredited RTO in WA is valid in Queensland and every other Australian state and territory.

What is the difference between self-paced online and a live virtual classroom?

Self-paced means you work through the course content in your own time, with no scheduled sessions. A live virtual classroom requires you to attend a scheduled session online with a real trainer in real time, more like a video call than a recorded course. Both are forms of online delivery, but only self-paced is available in WA and TAS.

Does it matter which RTO I choose for online training?

Yes. Always verify that your chosen RTO is registered on training.gov.au and is approved by your state's safety regulator for the delivery mode you plan to use. An unapproved provider may issue a card that is not accepted on site.
